Anticipating the way forward during the first quarter of 2014 was sidelined by electioneering as political party representatives prepared for the National Elections on 29 May. There was also a great deal of resentment that in many sectors there were more new entrants than previous right holders; that investment was overlooked, and that the merits for the decisions taken were not transparent. Speculation and rumours were prolific and tight trading conditions globally revealed where the cracks were in the commercial fishing environment.
