Popular SAMSA Surveyor, Selwyn Bailey Dies

The South African fishing industry has learnt with shock of the sudden passing of popular SAMSA ship and fishing vessel surveyor, Selwyn Bailey.

The South African Maritime Safety Authority (SAMSA) has announced the news of Selwyn Bailey’s passing on Tuesday, 19 March. According to messages posted on social media, he passed away at home in Cape Town surrounded by family.

“Mr Bailey’s sudden passing is a tragic and devastating loss to SAMSA, the country’s maritime transport community as well as the global maritime space,” writes SAMSA.

He was “not just one of the longest serving ship and fishing vessel surveyors in the employ of the entity, since 2010, but was also an internationally renowned activist and contributor to South Africa and the global maritime sector’s promotion of sound working conditions, safety and welfare of seafarers, specifically that of fishermen.”

Bailey worked closely with the International Labour Organisation (ILO) and the International Maritime Organization (IMO) and was instrumental in the development and promotion of particularly the Cape Town Agreement of 2012 as well as the ILO’s Work in Fishing Convention (C188) of 1998. His work resulted in South Africa being the first country in the world to implement the C188 in 2018.

He is acknowledged by the fishing industry for his “guidance, knowledge and understanding for the uniqueness of the industry” and for just being a happy man who enjoyed a laugh and loved what he did.
