Some corporate entities are accused of manipulating the fishing rights allocation (FRAP) system by using “fronting” to obtain permits. But the Department of Forestry, Fisheries and the Environment (DFFE) says it is just not “fronting it is concerned about but that there are paper right holders who have no intention of ever investing in the sector.
