Meanwhile in 2009, there was a change in public administration and a new Minister. The Trade and Industry Chamber of the National Economic Development and Labour Council (NEDLAC) had already done considerable work to compile a preliminary report on a Subsistence Fisheries Rights Policy (the precursor to the Small-scale Fisheries Policy). This with a view to providing a formal management and policy framework for subsistence fisheries through the allocation of subsistence fishing rights. This is Part 2 of 5.
