The transparency of right allocations in the tuna pole-line fishery has always been questioned. There is also a history of confusion about the way in which applications are evaluated and denial of access to the formula used. This has led to applicants creating their own assumptions. While there were lessons learnt from the FRAP 2013 application process and Appeals, the jury is still out about whether history will repeat itself in FRAP 2021/22.
