When Namibia’s Minister of Fisheries and Marine Resources, Bernard Esau, addressed the commercial fishing industry at the start of the year, he was quite clear about 2019 being a ‘Year of Accountability’. Little did he know how apt this prophecy would be…

Top of his list was the reallocation of rights following the expiry of seven and 20 year rights. With more than double the number of applications (5193) received compared to the previous right allocation process, the minister said it would take time to process them and that applicants should be patient.
