Most definitely the major news in the fishing industry for November has been the announcement of provisional allocations and a quantum allocation mechanism in the Horse Mackerel, Hake Inshore Trawl, Large Pelagic and Patagonian Toothfish sectors.

A key issue which stands out in the provisional allocations is the substantial reduction of allocations to existing right holders and the unprecedented increase in new entrant right holders.  In this regard, of the 114 rights provisionally allocated over the various sectors 74 are  to new entrant applicants (i.e. 65% of the rights allocated).
